dependant visa change?

Hello, I have heard so many times now from so many people that the immigration is going to be changing the dependant visa rule. Does someone actually know if this is totally true, or is it just a rumour? If someone can confirm it - do you know what the 'rules' are going to be or when the new change comes in?

Yes very true. Announced in Tsang's budget speach in February, slated to be introduced in June and expected to be applied retrospectively (this isn't explicitly stated in the proposals but is the word from the immigration dept):
