means leaving outside your country...and not the definition we have in HK..(funny btw to read in the SCMP that the number of expat in HK is decreasing....while in fact there are more and more South East asian expats coming into town)
Indonesian, Philipino, Thai, French, American, Ivory Coast resident living in HK for example should be considered as expat.

And the number of Filipinos in Hong Kong is actually falling quite rapidly... (compensated by the rapidly increasing numbers of Indonesians).
