HK ID application how?

hope someone can help me with my HK id application.
my situation is as follows:
- my parents were born/raised in HK and currently hold a HK ID
- I was born outside HK before1997 and have a foreign nationality.

according to the things I have read so far, I am considered as a non-chinese national, since I got a foreig nationality at birth, right?
However I have never made any declaration of change of nationality to any HK immigration department. So am I still considered as a chinese national or chinese citizen? Is there any difference in definition between "chinese national" and "chinese citizen"

And how do I apply for RTL if it appears that I do not have the ROA??
can anyone share some info?

Have a look at the link, there're many different applicant forms related to this. Contact Immigration Department and explain your situation, they'll be able to supply the most reliable information for you!

i have sent emails to the HK immigration already, but did not get any replies yet, so I am just trying to get more info from people who have been through the same situation.

I know that a lot of people succussfully got their HK ID, but I just do not know how. I can only assume that overseas born ethnic chinese are still considered as chinese national/citizen as long as they did not renounce their chinese nationality at immigration .....even though they got a foreign nationality at birth???

I have the ROP 145 form. But am confused about the following categories:
3) Persons of Chinese nationality born outside HK to a parent who is a permanent resident of the HKSAR listed in categories (1) or (2)
and
7) Persons not of Chinese nationality who were permanent residents of HK before 1997 or persons of Chinese nationality who had the right of abode in HK before the establishment of the HKSAR

And what happens if you do not have the ROA? do I at least get a RTL card or something??

I wouldn't collect information on this from discussion boards on the net. You need accurate info on your situation and options from the Immigration Department in Hong Kong.

Emails do not work here. This is Hong Kong. You grab the phone and give people a call.

Strangely, I have had prompt and efficient email replies from the Immigration, Inland Revenue, and Food/Environmental Hygiene Agency on various issues over the last few years. None of my emails has ever been ignored.
