Ken

Why specifically a highly qualified person with a linguistic degree from Oxford?

If you can find somebody that fits your criteria they'll be damn expensive!
Why not somebody with TEFL/CELTA etc?

Theres plenty of us teachers who are qualified and experienced out here who are very good indeed and don't fall into your criteria.

It is difficult to determine whether someone is highly qualified Native speaker or not. I do not know how to rank such a person. If I am born in London, the centre of England, does it make me a more native speaker than being born in Manchester? Who says someone from London has a better grammar than a person outside London, such as Yorkshire?

I rather do believe certain accents and style gives you the idea of being elitarian and highly educated. But therefore, you are not only required to speak with the right accent, but do the right things as well. The hidden and unwritten etiquettes. Eloquency is involved as well. You need to learn a lots of words/ read books to get an educated mindset with an eloquency behind the daily conversation of the layman.

Ken, being that some of us (myself included) were educated in the US, we can't be Oxford grads. I did however teach English at college in the US and I do currently work for one of the most prestigious language schools in town.

I do not mean that only those who come from or studied in England are having better English than those from other countries.

I am just helping my client to look for what she wants. For those who are interested can PM me. I may be able to convince my client if you do have a sound qualification.
