I already hold a HK PR . If I leave this place permanently/semi-permanently, how frequently must I return to maintain my HK PR status? Anuual ? once in 2 years ?

Was checking to see if a friend of mine can be eligible for PR if he has lived in HK for 7 years BEFORE the handover, and has been in and out of the territory since then.
