Umm a few questions before we can help you.

What do you do now jobwise?
What do you want to do in HK?
Have you any special skills and experience to enable you to work in HK?

There continues to be a need to exclude the entry of nationals or residents of specific countries and regions on security or immigration control grounds, which will be subject to constant review. After a recent review, the exclusion still applies to nationals of Afghanistan, Albania, Cuba and the Democratic People's Republic of Korea.
So, no you might find it next to impossible to work in Hong Kong.

Quite a bizarre little list. It seems Afghanistan, Albania, Cuba and North Korea form HK's own little Axis of Evil. Very odd.

North Korea seems obvious, as a closed country with few links to the outside world. Though Myanmar is fairly closed too, with its own repressive regime. Oops, forgot the Burmese are China's best friend.

So why Afghanistan? If it's terrorist elements, then surely Pakistan would be a more deserving choice for exclusion. If it's because of its lawlessness, what about a place like Somalia?

And poor little Cuba? i thought it was only a thorn in America's side. Must be the communist factor, which is a bit rich considering HK is now proudly part of a communist country. But if that's the problem, what about nominally communist Laos?

And Albania? No clue here. There are a number of former soviet republics that share many characteristics with Albania.

Yes, yes, a digression perhaps. But it's a roundabout way of telling you Ohmygod that you and your people are getting screwed. I for one am sympathetic. Would suggest you complain to your government, but sadly I suspect it carries little weight with anyone. And in diplomacy, it's all about weight and reciprocity - ie, your ability to retaliate.

Ok, I'm picking on you .. and apologies for that in advance...

But why not offer to sponsor him/her and take it to the local courts if they do not approve the application?
