An initial annual quota of 1,000 is set. The requirements are:

* applicants must be aged 18 to 50;

* applicants must be capable of supporting and accommodating themselves and their dependents, without relying on public assistance;

* applicants must meet normal immigration and security requirements;

* applicants must be proficient in Chinese (Putonghua or Cantonese) or English; and,

* applicants must have a good education background, normally a degree. In special circumstances, good technical qualifications, proven professional abilities or experience and achievements supported by documentary evidence may be considered.

As of July 2003, dependants of people admitted into Hong Kong for professional employment or as capital investment entrants are not allowed to work unless they have the Director of Immigration's permission.

Noting the improving economic conditions and employment situation, Mr Lee said this restriction will be removed to enhance Hong Kong's edge in attracting professionals. Details, including the effective date, will be announced later.

Upon completion of not less than seven years of continuous ordinary residence in Hong Kong, Quality Migrant Admission Scheme immigrants may apply for right of abode.

Kind of stupid that they require a degree or "document evidence" or "technical qualifications"

Can't you just be rich and successful? Isn't that enough? lol

Ahhh...Yet another scheme under new name and a classic HK Govt style policy of Do...Revert... Errr.. Do....Err.. Revert..
Wait for little increase in unemployment rate/ a bird flu outbreak/ a little decrease in GDP growth/ a bubble in budget deficit/..... and a scheme would be blown out...

Neway.. Reason to cheer for qualified expats

abcdefghi can only hope to improve
I would expect that anyone with experience, qualifications, technical expertise and/or enough cash to support themselves and their family for a year would be able to get an employment visa without difficulty in any case. I don't think this tepid effort is likely to make much of a dent in any skills shortage Hong Kong might have.

Well said. Unfortunately they won't invite elites to join the govt and replace themselves, which is the only way to save HK.

Restriction removed?

Hi everyone... based on my reading of the restriction removed paragraph in the article, am I correct to assume that my wife will be able to work in Hong Kong (without getting her own working visa)?

We are moving in July and my company will be sponsoring me for a visa. She will be getting a dependents visa.

Please help me clarify this change in the law because its one of the biggest deciding factors for our move.

Do you think it will be in effect by July 2006?

George,
Things are still in proposal stage and being discussed in LegCo.. There have been few voices against certain aspects of proposal.. Regarding the removal of restriction on dependants, its not clear how they plan to implement it and what about those dependents entered in HK after Jul-03..Frankly, its hard to predict any outcome as of now
