I'm really having trouble with these, my bro is exactly age 18 n they said he is not under 18 so he doesnt have a chance to get HK ID bt also they told we can apply----what does this mean? we have a chance or we dont?

so we applied, now they're asking for a special reason otherwise it cannot be, what must be a special reason?

Any advice? i'm looking for a lawyer too.
