Central has a couple of shops on the escalator near queens road... $80-100 from what I recall. If you want no frills... just walk into any shop and you'll get a reasonable cut as long as you watch what the guy is doing and he can speak basic english (yes.. no).

Salons are far from no-frills with the way they multi-task on customers. Takes an hour for them to do what a cut-throat barber can do in 15 minutes.
If you want such a barber you could try the ground floor of the Bank of America tower in Central or the Fleet Arcade in Wanchai.

If you mean Taliana in BoA building, they have moved to Melbourne Plaza. And they are great for men's haircuts.
