It's pretty cheap. I pretty much built a desktop computer next to my TV, bought a video card with TV out, and bought an S video cable. The PC is connected to the Internet and is constantly downloading new "ON DEMAND" content in the background.
It works perfectly, and the video is crystal clear. No noise, snow, or other crap. Not only can you watch all the stuff you download this way, but you can watch DVDs too if you have a DVD drive. VCDs too if you really really want too.
If you have a Plasma TV you can should use a component or DVI cable instead of an S video cable.
Keep in mind that non HD TV is too blurry for regular computer stuff, but it is perfect for movies/TV shows/DVD and certain computer games like game console ports.
Edit: As far as costs go, it costs about as much as a desktop computer. If you want to go with those cube sized deals it might be slightly more. I just went with a regular desktop, but my office has one of those cube cases.
