Viva Las Vegas

I was looking around for some parties on New Years Eve and came across an advertisement for ' Viva Las Vegas' New Years Eve Ball

This is my first New Years Eve in HK and I am not sure how these parties are .... will it be dominated by local people or can I expect to see some expats as well ...

Any other suggestions ?
