I have to say that, having experienced a few New Year's Eves in both HK and the UK that there is some truth in this. It is definately a much bigger occasion in Britain but it is also very difficult to do anything enjoyable.
You usually nowadays have to have tickets to attend any event (from my experience in London) which seem to be extortionately priced. Getting Taxi's is impossible and to get home requires tricky negotiations with unlicensed minicabs - again for crazy sums of money.
Baby sitters - well just forget it. Last year I decided to spend NYE outside of London. The one venue (which wasn't that pleasant - you appear to have to be thankful to be in anywhere come nye) we were in closed at 12:30 sharp and we spent the next two hours wondering around town (in cold sheet rain) trying to find anywhere that was a) open and b) didn't require a ticket bought in advance.
We failed and ended up in a lousy kebab house - which appeared to be the most happening place in town.
If you leave NYE plans to the last minute in Britain, you are going to struggle to find something that is actually enjoyable! Although I have heard Edinburgh is good fun (if you can afford the hotel's and endure the weather)!
