Being dumb enough to move into a flat with no cable (could not resist the price, although next door has been wired so apparently our builsing might happen soon) I havre ordered NOW cos it did not cost me anything...

Are there any legal satellite options open any more, I have not really been keeping track.

Actually anyone can get a satellite dish -- check Fortress they sell one and there are a couple of advertisers in SCMP. If you have access to the roof or the folks in the building are amenable to you putting a dish up there you can do this fairly easily.
