I think that's because they show those movies in Singapore and Malaysia too. I don't think the HK government would be too concerned about these kind of things. For instance, HK is a city where kindergartens and brothels are side by side.

I need a help to find computer location ( Street Address) from IP Address. How to find it? ( IP of H.K)

I think they were being sarcastic. If your trying to track someone down for some devious purpose then thats just wrong. If you are a victim of some offence from said IP address you should report it to the police so they can track them down, put a bag on their head, kick them about for a bit, then take them in for questioning...

(at least thats what happens in the HK movies...)
