2) It has to be approved, implemented and the devil is in the details.

From what our experts have told us, this is basically geared towards attracting more mainland (and other) immigrants who, if they have certain qualifications in some areas (not yet determined) will be granted some sort of visa which will allow them to stay in HK for a short period of time and look for jobs.
It does not imply that a) you'll get a job, b) you'll be allowed to stay for ever, c) anyone will be eligble.
Don't get your hopes too high.
The qualifications will be either post graduate or doctoral in nature and geared towards areas where the local universities do not churn out enough candidates.
