To have a HK SAR passport you must be a Chinese Citizen. PR holders get exactly the same rights as SAR passport holders in HK, except that you cannot hold certain senior goverment positions unless you are a Chinese citizen.

keep in mind...

when you only have PR you DO NOT have to give up any other citizenship...you are a permanent RESIDENT

when you have the passport you MUST give up any other passport that you hold... you are a CITIZEN ...china does not recognise dual citizenship...

i currently have two passports (canada, UK....i was born in canada, my father was born in the UK) AND perm res in HK...i would not give up my other passports for any amount of $$$(or even chinese citizenship )

I think you can get the HKSAR passport if you are British without having to give it up. My friend BBC is in the process of trying to get the HKSAR passport so that she can then apply for the HK-China pass.

With the HKSAR passport you do not need visa for most of Europe - makes no difference if you are a British passport holder though! :P

china does NOT allow dual citizenship...that includes HK... the only way your friend can do it is if she "forgets" to mention her other nationality on her application(i believe that this is illegal)...of course, i'm sure many people do it...

If you apply for a HKSAR passport, the immd will check if you are egilible for it. like the Permanent residency and chinese nationality clausule. it is virtually not possible anymore to obtain a HKSAR passport(and chinese nationality) without giving up your current nationality, if you became (Permanent)Resident after the handover. But existing dual nationals (mostly hong kong residents holding british and chinese nationality) were permitted under the transitional immigration rules.

There are transitional rules which applies to HK. The standing committee of the PRC ruled that hong kong compatrots were able to use travel documents of foreign authorities. But china does not recogize the foreign nationality of the HK resident. this clausule enables HK residents to hold BNO passports and HKSAR at the same time.

But if you newly aquired HK permanent resident status (ROA) and your first Hong Kong identity card was issued after 1-7-1997, one cannot apply for a HKSAR passport whilst holding a foreign passport, because china does not recognise dual nationality. You will then have to go through the naturalisation to chinese national procedure and give up your current nationality(current foreign passport).

the privillege of holding a HKSAR passport over a just having a HK Permanent resident card is that you will become egilible for a Chinese Home visit permit. this card allows the holder 10 years visa free visits to the mainland of china.

and you won't need to be afraid of the 36 month rule in the immd ordinance. someones' permanent resident status could change in just the "right to land" if you have been absent from HK for more than 36 months.
this means one will lose his permanent status.
