Hi Reni & mercury_element, thanks both for your advice. I think my husband will just apply for the dependant visa while in Hong Kong and stay on visitor status til then. Hopefully there should be no problem and at least we don't have to be separated while he's waiting. Have a good day!

I recently asked the Immigration Dept about the Dependant visa. This is part of their reply:

Visa application together with relevant supporting documents should be
submitted through the Chinese diplomatic and consular missions nearest
to the place of residence, where application forms are obtainable. Upon
submission, the applicants will have to produce relevant supporting
documents, e.g. employment contract/marriage certificate and also
nominate a local sponsor to vouch for the application. Each case will
be considered on individual merits. Visa application by fax or e-mail
is not acceptable.

Addresses of the Chinese diplomatic and consular missions overseas are
available in our website
http://www.immd.gov.hk/ehtml/embassy.htm

Alternatively, visa application may also be submitted to the Immigration
Department (Receipt and Despatch Unit, 2/F, Immigration Tower, 7
Gloucester Road, Wan Chai, Hong Kong) either directly by post or through
a local sponsor.

In addition, the entire processing time normally takes about 4 weeks.
However, it varies from case to case and depends on the sufficiency of
the supporting documents provided. Nomination of a local reference (if
any) will assist us in conducting enquiries and avoid unnecessary delay.

It seems like a visit could also apply for that. It is a good news for me/my fiance.

Can the visa holder not stay in HK after receiving the visa and HKID card? Can he still renew his HKID card after a year?

PDLM:

Regarding your post on dependant visas from earlier, this is what the IMMD writes:

"With effect from 15 May 2006, dependants of persons admitted for employment (as professionals, investors or for training) or as capital investment entrants are not prohibited from taking up employment. "

http://www.immd.gov.hk/ehtml/faq_hkv.htm

Edit: Sorry didn't see the date on the original post, PDLM you were absolutely right at the time.
