Recently, just after painting, the paint has started cracking and peeling off, and bubbles have started forming all over the house. We now need an interior decorator or engineer to give an opinion that it is due to poor painting workmanship. Don't know how to go about getting this. Any ideas, please?

all over the house? is your house located in a humid environment? how old is your house? did you paint over existing paint? the walls appear to have high moisture content? water leakage/sippage from the roof and the walls?

What kind of paint (emulsion I assume) and brand have you used for the new coat? Did you 'thin' it with anything (water for emulsion if at all)? What type of paint do you think it was on the original wall (normally emulsion for household walls)?

We bought a flat last year and gave it to a painter for painting. On his recommendation, we chose a brand "Permoglaze." He was supposed to do the standard stuff, i.e., the required undercoats and then emulsion paint. Almost immediately after painting, the cracks and bubbles started. There is no water seepage anywhere in the walls. We think the painter did not let the undercoat dry sufficiently, or has omitted one coat. It has become a legal case and we need an "expert" to give an opinion that the defects are due to poor workmanship. The house is about 10-12 yrs old; humid, but not terribly so (it is somewhat humid all over HK!). Any suggestions about how to get an "expert opinion" will be gratefully received.
