Not all westernised countries sell multi-region dvd players. It's still generally regarded as a 'hack' in the U.S. and the U.K. which means that zoning by the distributors still has an effect to delay release.
Though their argument falls down when the film has aged and retailers want to get rid of their stock. If there was no zoning they could ship these to regions where they could guarantee sales.

How about "Father Ted"? For me it was one of the funniest shows ever.

The guy that played Father Dougal (Ardal somebody?) is also really good in "My Hero"
