Er, if they still identify themselves primarily as "Indian" then I would say not. Anyone born in HK who identifies themselves as a Hong Konger is a local.

Then a large number of local chinese would not be local....

What about the second / third generation Punjabi community here? Many of them identify themselves closely with Hong Kong.

I think it is also important to see if the so called locals accept the minorities as being local.... not just how the minorities view themselves.
