Dropping litter is a bad habit. Hope you've learnt your lesson.
The anti-littering policy is highly enforced. Plus there are litter bins every 30 paces. If you don't see one, then hold on to it or stop smoking.
About 10-12 million people live in HK (inc tourists, expats, PRC's and aliens or hippies) and they don't complain, why should you? Just settle it and be done with the fine. Take it as a lesson learnt. Please. Keep Hong Kong clean and tidy. Personally they should rise the fine to $2000, round numbers are pleasing me thinks.
Oh, You can get fines for J-walking too, about 600-1000$. Especially if your crossing and the lights are Red. What you think those clicking sounds are for? Pedestrian being fined is less heartache than causing a traffic accident. You seen PRC's drive right? Thought I'd warn you.
