For your budget, you should be able to find something in Happy Valley. Happy Valley's nestled right behind Wan Chai and Causeway Bay. You could walk to either place easily, but Hong Kong's humidity usually means that walking anywhere is not as pleasant as it might be. But no worries; it's a quick tram ride to either.

The advantages of Happy Valley are that there are a number of expats in the area, without it feeling like an expat ghetto. I don't have any cold, hard stats - it's just my observation.

You'll also find it much quieter than either Causeway Bay, and Wan Chai, although it's really close to both. You'll probably also notice a bit more personal space there too, which is a factor worth considering.

If you're after quiet, then you should be prepared for the possibility that Wan Chai may not be as quiet as you're expecting.

Few places on north HK Island are quiet - population densities are high and there are also lots of shopping centres. But yes, CB is as bad as it gets - it's just one HUGE shopping centre after dark seething with people. If you are worried by noise, HKI is not the place to be. If you have money - the south is less populated - otherwise try somewere further afield like Sai Kung, Sham Tseng or Gold Coast. Both involve much more travel to work but are much more relaxed places to live.

You can also try Eaton house service apartments in wanchai. It should fit in your budget.

I doubt there's anything in the 10-18k range at j residence.
