Overseas HKID application

Hi,

My girlfriend is Belgian from Hongkongnese parents, in 2003 she was in HK for a while and tried to apply for a HKID card there. Since administration was a big hassle and some papers were in dutch (marriage and divorce papers of her parents) and her father did'nt have his HK birth cirtificate anymore, she gave up due to time constraints.

Now, back in Belgium her father told her just now there is the possibility for an overseas HKID card application, with less hassle. She has received the form, which is to be delivered to the embassy here in Belgium. The papers she has are: copy of father's HKID card, copy of father's Belgian ID card, her Birth certificate(stating her father's name). Will this be sufficient this time?

Hi,

you can only apply for an overseas ID if you are also applying for the Hong Kong SAR passport (and that you don't already have a HK ID).

1) To qualify for the passport (and the overseas ID)- you need to be a Chinese citizen. It appears that your girlfriend is Belgian, and if she is NOT a chinese citizen- she cannot apply for the passport, and thus the HKID whilst overseas.

2) About the overseas ID: as HKSAR passport holders MUST hold HKID by law, this means that those who wish to apply for the passport, but have not yet got the HKID, must also apply for HKID. For those who are applying overseas- they will be issued an overseas ID card- this card must be renewed within 30 days after the holder arrives in HK.

THUS- if all your girlfriend wants is the HKID card, applying for the overseas ID card would not be useful for her. (Criteria for applying HKID cards: pls see www.immd.gov.hk)
