I think it's a precaution that is necessary whenever there is a potential 'Bomb' in a building...whichever country you are in.

As for 9/11, well the government didn't choose to listen to the threat and we all saw what happened.

It is better to prevent than be sorry!

Oh please. I offered it up as an example. Your line of reasoning is that there hasn't been a bombing in HK in 20 years, therefore this one is a hoax and can be ignored.
Same could be said for flying planes into buildings anywhere in the world.
I am sure there are plenty of other examples of first-time events actually occuring, I just picked an obvious one that wouldn't send everyone to google.

Of course, the police have to respond and check it out...I just don't think it's anymore of a story than a little old lady run over by a truck... Or a kid pulling the fire alarm in the school and having the building evacuated, the fire department has to respond but it doesn't need to make front page.

Was out on the street smoking and saw the bomb disposal Landrover go past, that is a great looking vehicle (extended version 6 - wheeler), haven't seen that vehicle in years. Those bomb squad guys must earn a lot of money for doing not much. Not many bomb scares in HK.

It does give them a chance to play with all of their new toys though.

wtbhotia - there are more than you think. The guys are still fairly busy with unexploded Japanese WW2 munition - it just doesn't make it into the paper every day. Just think about all the digging being done for new residential developments and infrastructure projects, this is when they get called out most.
I happen to know some of them and would not like the idea of trading jobs with them. They do run a fantastic bar though.

Yeah, I played squash with one of those guys and he confirmed that their biggest job is unexploded ordinance from WWII. Frankly, it wouldn't be on my list of top jobs I'd like to try...
