B&Q in megabox maybe worth a try. There is also a gardening and landscaping centre (not sure of the name) on the road into sai kung - we pass it when getting a taxi from choi hung mtr to sai kung.

Another option would be Horizon Plaza in Ap Lei Chau - there are a number of outdoor furniture shops with a huge range of items from cheap-ish to very expensive.
