Assistance Services to Hong Kong Residents in the Mainland

The following guide outlines the extent of assistance that can be provided by the Hong Kong Special Administrative Region to Residents of Hong Kong in case of serious accidents, arrests or detention involving criminal offences, while in the Mainland:

What assistance CAN be provided by the Hong Kong Immigration Department?

-Issue of Entry Permits to those Hong Kong residents who have lost or mislaid their documentary proof of Identity, to enable them to return to Hong Kong;

-Act in the role as a mediatory upon request from the parties concerned, and liaise with their relatives and primary contacts in Hong Kong for necessary assistance;

-Provide information on lawyers in the Mainland, upon request from the parties concerned;

-Pass information of detention of a Hong Kong resident in the Mainland to the parties concerned in Hong Kong;

-Notify concerned parties upon receipt of information about accidents or casualties of Hong Kong residents in the Mainland and provide necessary advice on the procedural matters.

What assistance Hong Kong Immigration Department CANNOT provide?

-Pay expenses relating travel, legal, medical or other bills of the concerned parties;

-Defend unlawful activities of the parties concerned;

-Intervene in the administrative procedures and judicial systems of the Mainland when providing assistance to Hong Kong residents in the Mainland;

-Request better facilities for Hong Kong residents who are under detention; confined to hospitals; or in prison in the Mainland

Q: What if my property, including personal documents are stolen while I’m traveling in the Mainland?

A: Under such circumstances, follow the steps listed below:

-Report the matter to the Public Security Authorities and obtain a documentary proof of ‘Report Of Loss’.
-For assistance to return back to Hong Kong SAR, contact the Hong Kong Immigration Department or Office of the Government of HKSAR in Beijing at the numbers listed below:
