Mold on Belcher's flat wall

Dear all,
I live in the Belcher's, on Pokfulam Road.
We moved there almost one year ago and the painting has just been redone and completed when we did move. However, 2 days later, some parts of the walls already started to mold :-(
We complained to the owner who said it was a defect of the building, nothing to do with that. Actually, there was no evolution of that until last recent black rain and typhoon n8, after which suddenly the walls have been covered by a lot of mold and most of the painting is now about to fall on the floor, we can even see the red brick!!
Just for you to know, we use AC and deshumidifier every day and I think this pb is really not caused by a lack of use of these machines as mold is concentrated below the windows and nowhere else (no problems inside cabinets, with clothes or shoes...)
Are there other people living in the Belcher's who had this pb?
What can we do to stop it?? (not only remove it...) We have small kids and mold is really bad for their health...
How can we prove we are not responsible of what happens to the owner? (we have proofs that early mold problems were reported during the handover of the flat- but nothing was done)
Thanks a kot for your help and advices.

Sounds like you have water seeping into the wall around the window frame.

Talk to the Management Office - in some buildings the Management Office will take responsibility for outside walls leaking.

I agree. If all fails with the management, I'd also talk to the owner. Damage due to structural problems / damages are often covered by the owners insurance.

I am having a huge problem with this just now.

My husband contacted our landlord but she didn't reply which makes me think she's not going to do anything. Today I decided to spray Chlorox along some of the mold on the wall and discovered tiny gnats living on it!

I'm horrified and the apartment is starting to look really bad with the walls yellowing, paint bubbling and peeling, and corners crumbling. It looks like something out of a horror movie.

Rant over, will speak to the management next I guess.
