The HK govt website should list forms of business entity it offers licenses for, with fees. If you get a lawyer in HK to do this, he can probably do it in five seconds (wink, wink).
It might be valuable if your associate conducts a study in HK in his area, then shows the results to managers in institutions that would be his prospective client base. This might generate business in itself, and act as wedge into the HK scene.
