What the article fails to mention is that, like many things, this ban will not apply to anyone who is Chinese. I'm sure you have noticed similar rules/laws in HK.
Also like the part that said the number of young smokers is increasing whilst the number of older smokers is decreasing. Wonder what causes the older people to stop smoking? Let me see, heart attacks? Lung cancer? Nope, probably age-aquired wisdom which younger people obviously lack.

I was in the Mainland a while ago, sat under a large no smoking sign. I got up to go outside for a cig. My Chinese colleague asked where I was going. I said outside for a cig. He asked why? I said "what does that sign say?". He replied jokingly "it says please ignore this sign". Can't see the smoking ban being effective.

from xinhua (sp?)

says that hotels, restaurants only have to provide non-smoking rooms/areas. (from May so may have been changed recently)
