By any chance, has any on this site ever bid for and/or won a Hong Kong Government Tender?

Done lots of deals with ITSD (now OGCIO) for the bulk tender ... pretty familiar with the IT related processes. Happy to discuss here on the forums...

KIA, it's brilliant you have that experience.

Right now, we're primarily focused on IT recruitment and IT consulting (body shopping) for the Investment Banking industry. We're looking to expand our business and are exploring bidding for some of these HK Government IT projects.

Could you describe your experience on bidding for and executing these projects ie. what does the govt look for? how do you evaluate if your bid is competitive or not? etc etc

Right now, we're at the very initial stages and just keen to learn from others who have already gone through the process.

Your best bets are to partner with an ex and senior employee of the department you're targeting. They usually run their own consultancies once they retire or leave the civil service and these guys are fairly good at getting business done with their ex colleagues.

Not sure what the process is with the recruitment side. On the purchasing side in IT, the process was fairly simple .. you had to convince the various departments to use your hardware / software (was easier if someone else was using it ... ). Once approved by that department it would go into the bulk tender.

Any former government employees here? ;-)

KIA, how did you go about convincing them? Was it an in-person pitch or was this done through the application process only?
