Apparently the China work visa process/rules were changed on May 15th.

If you can convince the guys in the office in China that issues the invitation letter, to write issuance of visa in HK, then there is a chance. It was not that easy but my friend (former Chinese citizien) just got her Z in HK not having to go back to Germany after long discussions in Shanghai and the invitation being rejected twice for that reason. The third time she applied the same it worked.
No questions asked in Hong Kong thereafter. Visa received on May 28.
