Try Nokia Navigator 6110 (Route66 software), rather reliable. However, I still seemed to get lost in Hong Kong Island, especially the Causeway Bay to Central stretch, rest ok. Most of time you only need rely upon the voice navigation, and not really reading the map. Just take a glance or two when the voice navigation is unclear. Voice navigation and alternative routing is typically default for most software. No data plan is needed, unless you use A-GPS. Only cost hence is the phone, gps software, and digital map, which are all one-time cost.
BTW, I tried Mapking on my Treo 750v, but due to the poor instructions, I get lost once every two trips, and it was really frustrating. NokiaMaps (English) was not working for me before too. Read one user successfully used TOMTOM software so far too.
