Sorry to tell you they are not permitted. There has recently been a bit of a crack down on them...
People do use them tough.

What about Segways? If anywhere in HK was suited to Segways, it'd be DB. The only one I've seen is on the Peak.

PerryCo is on a distinguished road
Electric bikes can be used as long as the rider has a driver's license. There may be other restrictions, but I see several in use each day.

Electrical bikes are illegal - check with City Management if you don't believe me, but don't spread rumours. The circular regarding the driving license was regarding to golf carts.
Electrical bikes are used though. One person was prosecuted by the police back in December for using one - there was a CM circular about that.
Segways are not allowed too, you need a license from the Transport Department for them (same goes for electrical bikes). The license will be nearly impossible to obtain as the use of Segeways as well as electrical bikes is not encouraged in Hong Kong. I've done some research about that as I quite fancied having a Segway.

Good question, well phrased.
Ask the Transport Department, they might or might not have an answer.
Hong Kong is not exactly friendly to cyclists either with all the restriction about bicycles o public transport.
