Ordinary bikes are fine. You can't takes them on the buses though - only exception is the airport bus where you can put them into the luggage compartment. You are not allowed to ride your bike through the tunnel either.
Bicycles on ferries (Central, Peng Chau and Mui Wo) are fine. There is a good bicycle shop (the friendly bicycle shop) in Mui Wo very close to the DB ferry pier. We bought a bike there as well as helmets and stuff. They deliver to the DB pier in Nim Shue Wan.

HKR

It's a great place for Expats to live, isolated a little, but easy to get to Central where you can access all Hong Kong transportation.

Final comment on electric powered bikes in DB. The electric bikes are not banned, but do require a license (motor bike) and the driver must have a drivers license. The rules are set by the Hong Kong Police Department, which enforce laws on DB roads. There is at least one bike in my building, and the owner uses it every day. Worse, there is no bike parking anywhere in the Plaza, and their use is questionable for commuting. Hilly roads also limit biking usage. Other long term residents may have more detailed information, but the Management Office pointed out the HK Police Regulations.

Here the Transport Departments position on Segways:

Note the bit about that you require a license, but the transport Department cannot issue the license. The same cat and mouse approach goes for electrical bicycles - thus making them illegal (at least without a license which you cannot obtain).
