I don't know how it is now, but in days past if a user wanted to get this desktop software working with one's Lotus Notes mail, without having a Blackberry Enterprise Server account in the corporate system, they'd install this client software on the desktop (at work) where they'd access their Notes mail from, and leave it on and running in order for the incoming messages to get forwarded to the device. This would happen from the PC, and had nothing to do with the organization's e-mail server (the company and the company didn't even need to have a BES). Not a great way of doing it but better than nothing, and probably the only way if the number of users is small. Not sure if leaving it on is still a requirement or RIM have found some clever way around that.
Thanks for trying to help. But realised that I'm the silly one now as my email server is not based out from HK therefore they are offering the mail forwarding thingy.

BB can work with remote e-mail servers too.

If you're just doing it for yourself or a handful of people, option 1 is open, despite its shortcomings. If you have some scale, then BES. Generally BES is placed in the same location (city) as e-mail server for better comms and easier project management and support (though we've seen the two work half a world apart too). So maybe the BES should be looked at by those who support your non-HK e-mail server (where, Singapore?).

You can still try to source the HK users' actual devices and accounts locally to max usage of the free monthly quota and reduce incidence of roaming (though on data it's not that much with sensible use, it's the voice calls that can hurt). We used offshore devices and accounts for the first few HK users as roaming till we built up a bit more scale to go local.
