If you're just doing it for yourself or a handful of people, option 1 is open, despite its shortcomings. If you have some scale, then BES. Generally BES is placed in the same location (city) as e-mail server for better comms and easier project management and support (though we've seen the two work half a world apart too). So maybe the BES should be looked at by those who support your non-HK e-mail server (where, Singapore?).
You can still try to source the HK users' actual devices and accounts locally to max usage of the free monthly quota and reduce incidence of roaming (though on data it's not that much with sensible use, it's the voice calls that can hurt). We used offshore devices and accounts for the first few HK users as roaming till we built up a bit more scale to go local. |
