Sorry to be the different male here, but I went with talking first. Mostly because the warfare stuff won't solve the original problem (unless it is accompanied by a note to make the victim aware of the reason).
And, in the vein of "rules not applying to everyone", I am sure there are rules that will be applied to ex-pats messing with "social harmony".
