American Tax in HK

Hi, I am an American considering moving to HK and am trying to understand the tax situation. I've heard that the first $80K isn't subject to global tax but not sure if that rule still exists? Then the rest is subject to global and local HK tax (so taxed twice?) If anyone could shed some light on the situation I'd greatly appreciate it!
