At that budget I'd suggest a village house in the new territories such as Sai Kung etc.

You'll need to get two floors of a village house though .

Wouldn't imagine that would be too much of a problem, just avoid the fancy new buildings and go for older buildings or, as jimbo suggests, village houses whether in Sai kung or elsewhere depending on whereabouts in Kowloon you work.
