I know this might sound weird or silly but can a non HK resident somehow pay into a health insurance plan ? Something for critical coverage only ?

Normally you would do this in whatever country you are resident. It could be a worldwide health insurance plan or a travel insurance plan depending on exactly what you are looking for. But in either case you'd probably need to buy it wherever you are resident.
