You'll need to define "VOIP". Every telecoms service provider uses IP to some extent in transporting phone calls these days.

I guess if you are not going to use it to receive calls then you don't need to get a voip provider in HK. Vonage will work and others as well but I suggest you check out Onesuite.com because we have very good experience with them.
