Is it possible to receive a permanent resident HKID with a diplomatic passport?

The criteria are:

(d) A person not of Chinese nationality who has entered Hong Kong with a valid travel document, has ordinarily resided in Hong Kong for a continuous period of not less than 7 years and has taken Hong Kong as his place of permanent residence before or after the establishment of the HKSAR.

I would have thought that proving the last part ("taken HK as his place of Permanent Residence") might be tricky if you are in the diplomatic service of a foreign country...

It might be wise to get the great one on high to change the title of this thread.
My first reaction was of course there are plenty of Hong Kong residents with diplomatic passports-but that not what you are looking for is it?

well I am not in service, but still have the diplomatic passport. basically my question was if i will receive the permanent residency card after the 7 years/investing 6.5mill.
