For an Internet cafe I hope the computers are connected otherwise there is no Internet access
The options are quite vast, are you planning on charging? Is this only website access or software like Office for printing and home work? Is there WiFi access, etc?
You can contact PCCW about joining their WiFi scheme, they have a contract with Starbucks and other firms offering access through them. If you are going to distribute access you need special contract with your Internet supplier as most end user contracts forbid public distribution.
If you check Pacific Coffee they have robust all-in-one Internet terminals, you might be able to find the contact details for their supplier.
Software on the server usually does things like when a user first browses a webpage redirects them to a "captive portal" which is basically a site with all your details.
Software on the client is for multiple purposes: to limit users time and to restrict installation of viruses, spyware, keyloggers, other illegal software.
I can help you out with various configuration and hardware, the only problem is deciding which options are required. I have a stack (20+) of machines for very low-end configuration and a nearby shop has very cheap refurb units (~HK$500).
