Health Benefits with HKID?

My wife just received her Dependent Visa and HKID (she is not born in HK and is a Canadian citizne). I am a permanent HKID holder with a right of abode in HK.

I haven't been able to get a straight answer but my question is will she be able to access government health services in HK (i.e. go to hospitals, clinics etc.) and get the "local" rates?

If someone could point me to any supporting information that would be great.

What is an "Eligible Person"?

This begs the question what is considered an "Eligible Person"? Anyone with a HKID?

Moreover, are goverment health services only available at hospitals? What if I had a headache, stomach ache or just a common cold - where would I be able to get government services?

You wait in line. The wait can be anywhere between a couple of hours (they only see a certain number of people a day, so better go in early). to a few months when a specialist is required.

Which is why, one should really get basic medical insurance which covers minor problems and visits to the GP etc.
