Thanks all for the answers. I have recently applied to 1529. They said they charge by the amount of time I call and there are no other fees. I checked the rate of 0060, which seems more expensive. So far i am happy with the connection of 1529. will see how the bill looks later.

will check 1611 and 1624 and maybe i'll switch...

I believe you can see how the bill looks more or less immediately by logging onto the website (as you can with most decent telcos in HK).
