I don't really seem what the problem is. The city has an ordinance requiring homeowners to comply with minimum upkeep for their property. Someone didn't comply. Seems that the cop may have had a lapse in judgment regarding his handling of the situation. The woman probably needs mental assistance (living in a house with no running water) and likely was very uncooperative. Anyway, its not like this happens frequently in the US - thats why it made the news.

True freedom would be being allowed to live in a house with a brown lawn and no running water without being dragged away in handcuffs. Maintaining lawns wastes an enormous amount of water.
