insurance, mpf for part time employees?

hi all-

what is considered "full time," and are employers required to give health insurance and mpf to part time employees?

For MPF yes: part time (or even casual) workers are not exempt from the "M"(andatory). http://www.mpfa.org.hk/english/abt_m...s_fms_cov.html

As far as I am aware there is no obligation to give medical insurance to anyone. It is purely a contractual issue between the employer and the employee.

ah great thanks! so i can also technically not provide mpf for a foreign employee for 13 months as well... fantastic.

I think you need to be a little careful there. The exemptions say:

"People from overseas who enter Hong Kong for employment for less than 13 months, or who are covered by overseas retirement schemes"

That does NOT to my mind imply that you don't have to make MPF payments for the first 13 months of employment for an employee coming from overseas. The intent, it seems to me, is to exempt people employed from overseas on FIXED TERM contracts of one year or less. If your overseas employees are on a contract whose duration is undefined (i.e. a normal open-ended employment contract) or for a fixed term of 13 months or longer then I believe that you need to pay MPF from the first day of employment in Hong Kong.
