Your best bet is to head to the immigration office in Wan Chai in person and go to the second floor inquiries. The people there are quite helpful in sorting out your situation and letting you know exactly what forms and documents you need.

That is a pretty crucial difference though. A Chinese person born in Hong Kong is regarded as a Chinese citizen, even if you have obtained foreign nationality through settlement overseas, and retains HK ROA even if you are absent from HK for many years. As such your entitlement to the HK permanent ID card, or HKSAR passport if you so wish, is not in question.
Unfortunately, post-1997, they have become more strict about issuing ID cards to overseas-born Chinese, who now have to jump through all sorts of hoops and provide comprehensive documentation to prove entitlement by descent. Things like the parents' immigration status at the time of the applicant's birth become significant, and they will want to look at the parents' old passports too.
