PC to TV via s-video?

i am setting up a conference room for our office with an old PC we had.

We will use Skype for the conferencing...
We purchased a new high quality webcam,
and are in process of looking for a speakerphone...

we have a small 15" monitor for intial setup...but we also have a large CRT TV that has S-Video.

the PC has a card with 2 VGA ports and an s-video port. One VGA port works with the 15" monitor, the other VGA port does not seem to be working when connected to monitor.
if i plug the svideo into the tv....the 15" monitor goes to a dim blue (but still shows the XP desktop and is still usable)....and the TV shows the same screen as monitor.,......but its black and white and all jarbeled.

i tried going to the display settings and it shows the second monitor there...and i selected to "extend my windows desktop"....but it did nothing.

i also tried to look around for any other settings to configure the external TV display....but couldnt find anything......any ideas?

i ned help urgently....cause if its not working...i need to figure out how else to connect this PC to the TV

what graphic card are you using?
And most CRT tv's will only accept the color signal if passed on as coaxial instead of Svhs in the diplay settings.
