Does anyone know if there's a legal limit as to how many expats are allowed to be employed in a particular business?

It is about percentages. Therefore the percentage balance of FNs to Hong Kong residents.
For example trying to employ 3 Foreign Nationals for a new startup company at the same time with no local staff would be very difficult in most cases, but if you were doing this but where the company already has 100 local staff then it would be a lot easier if all of the other factors of the application are fine.
