Why? But if for example, I came to HK for some short-term language course? It's possible in China & why not in HK?

See paras 34 to 39 of this document for the criteria under which applications will be considered favourably. Personally I don't see a short language course fitting readily with them.

Short Answer: Because it is the law

Long Answer: If you are here as a tourist you should be able to take a "short" language course. There should be no need to stay extra for a short language course. You can learn Cantonese anywhere. No need to be given a resident card because of a extra course.

But I don't need resident card. If I just came like a tourist with one month stay and enrolled in some language course,which I want to complete. And it'll take extra 2 months. Why can't I apply for 2 months visa extend - there must be some solution

You can apply all you want. It is just unlikely that a short, non-university language course will provide sufficient justification to extend a visa.
